I've spent the last six years managing network infrastructure leases for a mid-sized wireless operator. Our annual site lease budget runs around $4.1 million, and I've personally walked over 40 tower sites. I'm not an RF engineer or a lawyer. I'm the person who has to reconcile the lease abstract with the invoice and the invoice with reality.
American Tower's lease documents are polished. That's both a good thing and a trap. The legal boilerplate is clean, but the site-specific schedules are where the small errors hide. This is the checklist I use before I approve an American Tower 5G site lease or renewal. If you're in procurement, finance, or operations, you can use it as-is. The fundamentals haven't changed—you still need to verify the physical site. But the execution has changed. A 5G lease has more power density, more battery backup, and more alarm requirements than a typical 4G lease. What was a nice-to-have inspection in 2020 is now a pass/fail item.

This checklist is for a tenant planning to co-locate equipment on a new site or amend an existing one. It's not a legal review. It's a pre-signature operational audit. Do it before you sign, because after you sign, it costs money to ask questions.
The 7-Point Site-Lease Checklist
1. Verify the owning entity and site documents
Start with the lease cover page. It may say American Tower, but the actual landlord entity might be a subsidiary with a different name and tax ID. When I need to send a formal notice, I send it to the legal entity's address at American Tower HQ in Boston—not the general American Tower address from the website. That detail has saved me twice from missed notice deadlines.
Pull the current site drawings, the ASR registration, the site lease, and the subordination agreement. If the tower was acquired from another owner, check whether the site-specific schedules were updated. We once found that the equipment space drawing on an amended lease still showed the previous tenant's cabinets.
2. Confirm 5G power and space assumptions
For American Tower 5G sites, the biggest change is power. A 5G radio at the top of the tower may draw two to three times more than the 4G equipment it replaced. The lease schedule should include a committed power capacity in amps or kVA. If it doesn't, ask.
In the cabinet or equipment room, count the available breaker spaces. Check the busbar rating. Look at the site's power panel schedule. I usually take photos and compare them to the lease's exhibit. If the schedule says one 30-amp circuit but the panel has only one 20-amp breaker, that's a change order waiting to happen.
Everything I'd read about tower leasing said the monthly rent is the main negotiable. In practice, for our buildouts, the power upgrade cost was the real surprise. A site with low rent and no power capacity cost us $18,000 in upgrades. A slightly more expensive site with spare power was the cheaper total cost of ownership.
3. Learn the site alarm symbols (yes, like blood pressure monitor symbols)
Most people skip the remote monitoring panel. Don't.
The remote telemetry unit (RTU) display shows status codes and icons that are about as intuitive as blood pressure monitor symbols. If you've ever stared at a blood pressure monitor and wondered whether the heart icon means irregular heartbeat or low battery, you know what I mean. The site alarm panel has the same problem: DC LOW could mean battery low, or it could mean a failed rectifier, depending on the manufacturer.
Ask the tower operator or current tenant for the alarm legend before you walk the site. Keep it in your clipboard. Then verify that each alarm symbol on the display matches the lease's monitoring obligations. If the lease says the landlord will monitor and report alarms, but the panel shows an unacknowledged fault, that's a credit issue later.
4. Use a multimeter for basic power checks (and know how to use multimeter safely)
Bring a multimeter. Not to prove you're handy—to verify that the site power is actually within spec.
Here's how to use multimeter basics for a quick check. First, make sure the meter has a CAT III rating. That's the safety category you want for testing at an outlet or panelboard level (IEC 61010). Then set the dial to AC voltage. At a standard 120V outlet, insert the black lead into neutral and the red lead into line. You should see between 114 and 126 volts, per ANSI C84.1. If you see something outside that range, flag it before you install electronics.
I'm not an electrician, so I stop at the outlet face. I don't open the panel unless I have a licensed contractor with me. That's an expertise limit I respect. If you haven't done voltage testing before, don't learn on a tower site.
5. Test the POTS line with a cordless phone
This one sounds like a low-tech joke. It isn't.
Many tower leases require the landlord to maintain an analog phone line, often called POTS, for remote monitoring or commissioning. I keep an old cordless phone in my car for this exact reason. When I visit a site, I plug the cordless phone base into the RJ-11 jack in the equipment area and check for a dial tone.
One time, in Q2 2024, the lease said the line was active. It wasn't. If we hadn't tested it, the remote alarm reporting would have been dead without us knowing. The landlord's response was that the previous tenant had that line disconnected. The lease said otherwise. That discrepancy turned into a rent abatement and a work order. So yes, the cordless phone is now a required item on my packing list.
6. Document the maintenance split in writing
Who replaces the tower light controller? Who trims the vegetation around the compound? Who changes the backup battery string? If the lease doesn't answer those questions, you're setting up a dispute.
American Tower's leases usually define maintenance responsibilities clearly. But I've seen schedules that reference landlord standard maintenance obligations without attaching the standard. Ask for the attachment. If they can't produce it, that's a red flag.
I only learned this the hard way when a failed tower light controller took two months to replace. Neither the landlord nor the prior tenant would pay for it. Finally, after our general counsel got involved, it found a resolution. Since then, maintenance matrix is a required deliverable before signature.
7. Walk the site around the equipment compound
The last step is not glamorous. Walk the entire compound, not just the equipment pad.
Look at the fencing, the gate lock, the drainage, the access road. If the site is at the end of a gravel road, is the road wide enough for a bucket truck? Can a generator trailer get through the gate? These are the questions that show up later as non-structural costs.
For our company, the single biggest cost difference between sites isn't rent—it's site access. A site that looks cheap on paper but requires a crane rental for any equipment swap is not cheap. To be fair, American Tower does a good job with site standard documentation. But the actual site conditions can be stale. Verify what you can with your own eyes, and where you can't, ask for the most recent site inspection report.
What to Watch Out For
The free changes that aren't free
I've learned to challenge every no-additional-charge item in a lease amendment. If it's free, it should be in writing. If it's in writing, it should have a clear scope. A verbal promise of a free upgrade to the site power costs more later because it never makes it into the lease abstract.
The escalation formula you haven't checked
Read the escalation clause with real numbers. Three percent annually sounds small. Over a 15-year lease, it's nearly 56% more than the starting rent. That might be fair. But you need to know the total before you sign, not when the first anniversary invoice arrives.
The alarm notification list
Make sure the landlord's alarm notification list includes your network operations center, not just the landlord's sales contact. We lost three days of alarm visibility on a site because the notification list was stale. That's the kind of issue that makes a minor site problem into an SLA breach.
A Final Note
This checklist is calibrated for my context: a mid-size operator doing a regional 5G rollout with a mix of American Tower and other landlord sites. If you're a data center tenant, some of the power checks change. If you're a small business co-locating on just one tower, your risk tolerance is different. Your mileage may vary.
But the principle doesn't: verify the ground truth before you lock in a 10-year obligation. The lease is not the site. The terms are important, but the equipment pad is where the truth lives.
Technical planning note: validate insertion loss dB, PIM dBc, grounding resistance, and relevant 3GPP TS 38.xxx requirements before final RAN acceptance.
